Bids on WashCo road pavings to reopen soon Washington County Commissioners agreed to reopen the bid process for the paving of several county roads during a special meeting Tuesday, March 18. Roads scheduled to be paved include Richard Seals Road, Grant City Road and Cross Country Road. Funds for the projects come from grant monies received three years ago during the administration of then Probate Judge John H. Armstrong. The county is in danger of losing the funds if the projects are not bid out and completed soon. Probate Judge Charles Singleton said the problem is that the bid for the paving of Richard Seals Road came in way over budget. He said he is researching whether or not funds left over from two Hurricane Katrina grants can be used for the projects. Another part of the discussion involved how the projects would be bid on. After lengthy discussion, it was concluded that each project would be bid individually, then the contractors who wished to do so could bid them all as one project. Jerry Luker of the consulting firm of Speaks & Associates said he had never actually worked on a project in which it was bid in both ways, but could see no problem with doing so. A major concern discussed was the moving of water lines that may be in the way when the dirt roads are paved. "You can run into a lot of additional costs with that," said Luker. "You need to have unit prices included in the contract for water line relocation. Otherwise you could end up way over budget." he added that there is a significant problem with water lines on Richard Seals Road. The width of all the roads to be paved do not meet the 20 feet desired for such projects. County Engineer Jason Sturdivant said in several cases, the roads are closer to 18 feet wide and there is no feasible way of obtaining enough rightof way from all the landowners to meet the 20-foot width desired. "That's where the problems with the water lines can come into play," he said. Time frame for the projects to be bid out was discussed. To meet the advertising requirements of three times in a county newspaper, the first must be published on March 28. Prebid will be on April 14 between and bids will be opened during a special meeting April 22. Award of the project(s) is expected to take place on April 28.
Following discussion concerning the road paving projects, the commissioners called executive session to discuss the good name and character of an employee. No action was taken during the executive session portion of the meeting.
