An Alabama Corporation ITEM I ADVERTISEMENT FOR BIDS Sealed bids, subject to the conditions contained herein will be received by the Washington County Commission until 9:30 a.m., Local Time, Monday, January 28, 2008, and then publicly opened and read in the Commissioners Meeting, which begins at 10:00 a.m. at the Washington County Commission, Commissioner's Court Room, located at 45 Court Street, Chatom, Alabama 36518 for furnishing all labor and materials and performing all work for the Washington County project "New Booster Station - Foundation, Fencing, Electrical Service, and Piping." The work consists principally of the following: Construction of the Concrete Foundation, Fencing, Electrical Service, and Piping for a New Booster Station to be built on Beaver Dam Road Thirty (30) working days are allowed for the construction of the project. All bids must be on blank forms provided in the Contract Specifications Book and submitted in its entirety. A cashier's check drawn on an Alabama bank or a Bidder's Bond, payable to Washington County, Alabama, for an amount not less than five percent (5%) of the amount bid, but in no event more than ten thousand dollars, shall be filed with the proposal. The bidder's bond shall be prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama. A performance bond in the form and terms approved by the County in an amount not less than the contract price will be required at the signing of the contract. A labor and materials bond in the form and terms approved by the County in an amount not less than fifty percent (50%) of the contract price insuring payment for all labor and materials shall also be required at the signing of the contract. In addition, the Contractor must furnish to the County at the time of the signing of the contract a certificate of insurance coverage as provided in the specifications. The right is reserved to reject any and/or all bids and to waive informalities and to furnish any item of material or work to change the amount of said Contract. Liquidated damages for non completion of the work within the time limit agreed upon will be assessed in accordance with the terms of the contract. Specifications are on file and may be seen in the Office of the Washington County Commission, and in the office of SPEAKS & ASSOCIATES CONSULTING ENGINEERS, 732 Oak Circle Drive West, Mobile, Alabama. Specifications may be obtained by depositing SEVENTY-FIVE ($75) dollars with the Project Engineer for each set. This deposit shall be refunded in full to each prime Contractor Bidder upon return of the documents in reusable condition within ten (10) days after Bid Opening. The cost of and return of additional sets of Specifications shall be in accord with Act 97-225, Public Works Contracts. No specifications will be issued to contractors later than twenty four (24) hours prior to the time indicated above for receiving bids. No bids will be considered unless the bidder, whether resident or non resident of Alabama, is properly qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. In addition, non residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of bids without the consent of the Washington County Commission. A tabulation of the low bid received will be sent to all bidders within one (1) week of the bid opening. All bids shall be submitted in the complete Contract Specifications Book as issued by the Project Engineer. Bids not submitted in the Contract Specifications Book will not be opened. All bids must be submitted in a sealed envelope bearing on the outside of the envelope the name of the Bidder, Bidder's license number, county's address, and the name of the project clearly written: "New Booster Station - Concrete Foundation, Fencing, Electrical Service, and Piping". Charles Singleton A cashier's check or bid bond payable to the Jackson Water Works and Sewer Board in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract. Bid Documents may be obtained from the Engineer by forwarding your non-refundable plan deposit fee of $75.00 per set. This fee is nonrefundable. Bids must be submitted on proposal forms furnished by the Engineer or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner's judgment, the best interests of the Owner will thereby be promoted. No Bidder may withdraw his/her bid within sixty (60) days after the bid opening.
