Concerned about stray animals

What happened to the plans for the new animal shelter that was supposed to be built a few years ago?

I was home for Christmas and decided to go look at what I thought would be a new shelter, and was shocked and disappointed to find nothing but a small chain-link enclosure with a concrete slab with a few chain-link kennels on it. Nothing but a tarp covered the kennels. There were several small puppies running around loose outside of the kennels.

I was so concerned about the puppies that I contacted the animal control officer, Mr. Hutto. He told me that someone had dumped the puppies off one week earlier and that there were no enclosures that would adequately contain these pups. He said that he doesn't even take in puppies because there is no place to put them. He assured me that they had food and water available to them in the chain-link yard.

It was very obvious to me that Mr. Hutto is a very caring individual and truly wants the best for these animals. He takes his job seriously and has to be commended for the adoption program he started and his active role in trying to improve the conditions for these dogs. I think he is really trying.

I learned that several dogs have been killed on the nearby highway accidentally when they were dropped off at the "pound", because there is no separate enclosure where a dog can be safely left. Instead, people are leaving dogs by the chain-link enclosure. The most recent fatality was a golden retriever that Mr. Hutto found dead in the road when he arrived one day recently. The owner had left the dog by the fence with a bag of food.

I would like to know if there are any specific plans for a shelter. I spoke with Mayor Long a few years ago and he assured me that a new shelter would be built soon. What happened?
