WashCo Solid Waste Authority books no longer in the red

It was smiles all around at the Feb. 12 meeting of the Washington County Solid Waste Authority (WCSWA) when Chairman Allen Bailey reported that for the first time in seven years, the agency is in the black with a $50,199.96 balance. The WCSWA has struggled for many years in the negative column.

The board gives much of the credit to the involvement of the health department with WCSWA and the commitment of environmental officer, David Kelly. Chairman Bailey reported a $128,133.17 plus difference in revenues from 2005 to 2006. He reported the opening of 406 new accounts which when compared with the closed inactive accounts amounts to a net of 100 new accounts for WCSWA.

The present contract with Allied Waste runs out in 2007 and the SWA will prepare a new proposal for next month's meeting with the contract to be awarded in June of this year.

Jim McNaughton, the county solid waste consultant, reported that Thompson Engineering who works for Advanced Disposal Systems has done a couple of sets of borings and will be in contact with him in a couple of weeks. ADS is the company who will build the Class-D Regional Landfill in Washington County.

David Kelly, environmental officer, reported that he is continuing to hold "Show Cause" hearings for those in arrears with garbage fees. He stated that about 20 individuals will appear in court in March for failure to pay fees.

The county and Kelly are trying to address illegal dumping. Commissioner Dixon expressed the desire that county residents become more aware and more involved in helping to prevent illegal dumping and reporting those who do this.

The next Solid Waste Authority meeting will be March 12.
