LEGAL NOTICE COUNTY COMMISSION EXPANSION TO THE ERA CUTTING AND CAP EMBROIDERY BUILDING FOR THE INDUSTRIAL DEVELOPMENT BOARD THE CITY OF JACKSON, ALABAMA CDBG Grant No B-06-SP-AL-0013. McKEE Project No. 06-201 Pre-qualification proposals in duplicate for the above referenced project will be received at Jackson City Hall, 400 Commerce St., Jackson, Alabama, until 2:00 PM, Thursday, December 7, 2006, attention Mr. Paul Parham, President IDB Requirements for Pre-qualification: The Owner shall qualify Contractors who have successfully completed similar projects on time for satisfied Owners. Pre-qualification forms shall be obtained from the Architect. The Pre-qualification proposal shall consist of AIA Document A305, a list of successful projects, construction costs, clients name, address and telephone number. APre-Bid Conference shall be held on Thursday, December 14, 2006, at 10:00 AM, at the building site, significant items related to this project will be discussed. All Pre-Qualified General Contractors and subcontractors are requested to attend on this date and time to receive important information relative to the execution of the project. Any prospective bidder that fails to attend this meeting shall not be eligible to submit a Bid for this Project. All potential Bidders not present at the start of the meeting shall be subject to having their Bid rejected at the scheduled opening. Sealed construction proposals in duplicate from Pre-Qualified General Contractors and shall be received for the above referenced project by Mr. Paul Parham, President IDB, at Jackson City Hall, 400 Commerce St., Jackson, Alabama, until 2:00 PM, Thursday, December 21, 2006, then opened and read aloud. The information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and form of Bid Bond, Performance and Payment Bond, and other Contract Documents are open to public inspection at the office of McKee and Associates, Attn. Seawell McKee, 631 S. Hull Street, Montgomery, AL., 36104, Tel: (334) 834-9933, and the Owner. No bid may be withdrawn after scheduled closing for receipt of bids for a period of sixty (60) days. The Owner reserves the right to waive any informalities, or to reject any or all bids, and to award the contract to the lowest, responsible, responsive bidder. All bidders must comply with requirements of the Contractor’s licensing law of the State of Alabama and be certified for the type of work on which the proposal is submitted. Each bidder must deposit with his Bid, security in the amount, form and subject to the conditions provided in the information for Bidders Copies of the Contract Documents (Plans, Specifications, and Proposal Documents) may be obtained by submitting to McKee and Associates, a deposit of $100.00 per set. The Plan Deposit is refundable less shipping charges, the deposit will be refunded within twenty (20) days after bid opening, provided that the bid documents are returned in reusable condition within ten (10) days after bid opening. All nonresident contractors preparing bids shall submit with the bid documents evidence of a current Alabama General Contractor’s License, evidence of proper registration with the Alabama Secretary of State, (with original seal of the State of Alabama), as a foreign corporation, and a Certificate of Good Standing as a Foreign Corporation from the State of Alabama Department of Revenue. Bids submitted by a nonresident contractor without these documents included will be rejected. Only Contractors who have been prequalified, and which are properly licensed in accordance with criteria established by the State Licensing Board for General Contractors under Provision of Title 34, Chapter 8, Code of Alabama, 1975, as amended, will be considered for bidding the work. A list of qualified contractors shall be available from the Owner. All bids shall be submitted in the Contract Specification Book as issued by the Architect. Bids not submitted in the contract Specifications Book will not be opened. All Bids must be submitted in a sealed envelope bearing on the outside the name of the Bidder, Bidder’s license number, address and name of the project. Envelopes containing bids must be addressed as follows, and delivered to the following: Industrial Development Board The City Of Jackson, Alabama 400 Commerce Street Jackson, Alabama 36545 Tel: (251) 246-2461 Attention: Mr. Paul Parham, President IDB All bidders must comply with the President’s Executive Order Number 11246 which prohibits discrimination in employment regarding race, creed, color, sex or national origin. All Bidders must comply with title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act and the Contract Workhours Act. The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. This project is financed in part by CDBG Grant No. B-06-SP-AL-0013. Completion Time: The General Contractor shall state on his Proposal Form the number of calendar days required to complete all work as indicated on the drawings and specified. Construction time to be a consideration in the awarding of the contract.
Supervision: Contractor to provide Superintendent(s) to ensure proper supervision for all work.
