Commission passes budget for 2006-07 fiscal year

The Washington County Commission continued their Sept. 26th meeting on Thursday, the 28th. The main purpose was the adoption of the 2006-07 budget, although a few other items were considered. The total for the 06-07 budget is $13,344,588.38 which includes the $3,000,015.00 ADECA Grant.

Janelle Sanderson, Judge John H. Armstrong's executive assistant, explained that the 06-07 budget is larger than the 05-06. Changes are the inclusion of solid waste, the victims of crime, an 8 percent increase in ad valorem taxes and a $268,000 payment given to dry counties.

Resolutions were offered and adopted to: give county employees a 5 percent pay increase, supernumerary employees a 7 percent raise and retired employees a 7 percent raise.

The Commission also adopted a Resolution to budget the following:

Auburn University Extension Service,$8,000

Deptartment Human Resources, $2,00, Soil Conservation - $3,000, Open Arms, Inc. - $2,000 Washington County Public Library - $3,000

Clarke County Child Advocacy Center - $500

Retired Senior Citizens - $500

The Washington County Water Authority which furnishes water to the Sunflower, Cortelyou, Red Creek and Koenton communities is underwritten by the county commission which pays the salaries of the two employees (maintenance and bookkeeping) costing the county approximately $43,000 annually. "Washington County has 14 or 15

water systems," Judge Armstrong explained. When asked if the others were self-governing, he answered, "Yes."

The commission voted to meet on the second and fourth Mondays of each month for their next year's calendar; with the only exception being if Monday falls on a holiday.

Grady Burchfield brought two proposals for the purchase or lease/purchase of a new track-loader. Bank Corp offer was for $88,682.00 in four annual payments of $24,707.44. Caterpillar's lease/purchase offer was four payments of $18,081.81.

Commissioner Hilton Robbins said he is in favor of purchasing a new trackloader. "We've been bit before," he said. "We will be giving Caterpillar $18,000 a year and then when we get ready to turn the loader in, we have to pay for all the damages to the machine." The commission still owes $15,000 on their present used track-loader, which was not new when purchased. This matter was put off until a future meeting.

The next regularly scheduled meeting is Oct. 10.
